Subject: Complaint of Obstruction of Rights — Illegally Preventing Filing of Grievance / Complaint
Dear Housing Commissioner,
We first met July 15, 2013, at the Hennepin County Government Center, as I struggled with my physical health and the future of my children and me because of that struggle, as a victim of the 2015 DHS HBCB Services Waiver class action lawsuit—I was 10 years without access to medical treatment when you first prayed over me. We met again December 19, 2019, at Plymouth Congregational Church—I was then six months homeless, dangerously frail, and still without healthcare after transferring my Housing Choice Voucher out of the state of Minnesota (because healthcare wasn’t coming). Accessing medical treatment, which I had been sixteen years without despite being enrolled in DHS Medicaid programs that entire time, took the forefront of the battle. The CDA took my housing in an act of federal fraud to protect DHS, whom—as I’m sure you can see from all the recent media—kept on committing fraud.
I woke up on a Minneapolis church floor, in the dead of winter, just feet away from Leslie, who I had spoken to hours before but was now, because of asphyxiation, dead and stiff as a board. She is listed in the 35th Annual Homeless Memorial March program. I was there with her life partner, Leon, who I had to watch grieve the morning she died—and still get out of the shelter by 6 a.m. in order not to lose my spot to sleep on a hard floor while my spine was leaking fluids.
I wish I could report that this was the worst trauma I've been systematically exposed to by criminal conduct in Minnesota's government just because I woke up with a rare medical condition and needed some support to cover the cost of treatment but it's not. And I have a real problem with both officials and the public not listening to stories like my until all hope of a better life is gone. I want to be heard while I am alive. I want to live with justice—not become a cautionary hashtag to demand justice i'll never live to experience.
As a believer in Christ Jesus, as I know that you are because in prayer is where I have found you, you have to believe that I born with purpose: "For I know the plans I have for you, declares the Lord, plans for welfare and not for evil, to give you a future and a hope."—Jeremiah 29:11 So as the housing commissioner, someone of faith and a fellow Minnesotan I have to ask you how would justify my being forty four years old and yet to experience the freedom to go where God tells me in accordance with his plan, at any point in my life, because the state DHS and its partners have always made "death" a threat of not going where they command me since I was six years old, when they only got away with it because law is not enforced for my protection? I have endured systemic abuse in this state longer than I have learned or cared for myself or my own family or my future as if I am Dred Scott in 2025—we're not enforcing the law any better for Black Minnesotans now than we were then.

As a Christian, I am asking you not to sleep on my request here as John and James did to our Lord at Gethsemane, sister in the body of Christ, endure with me, walk with me, stand with me, while I am alive as I have done for other and this state despite all it has done to me and my family. Help me to win the judgement against Don Klyberg and stop this city and county from harming me so that I can leave, with everything God allowed me to walk in with and go to attend to my health and my Lords plan for me—finally—as I was doing with the thief that only comes to steal, kill and destroy did when it illegally timed out my voucher by keeping my paperwork six years ago throwing me into this wilderness.
I think it’s important to mention that my disability, for which I am needing care, is Chiari Malformation. Since 2016, Minnesota governors have made a proclamation about the seriousness of Chiari Malformation for Chiari Awareness Month. Yet here I am, with the condition since 2003, enrolled in the DHS insurance programs to treat it all along, knowing what care I need according to qualified medical specialists and surgeons, and only having access to one treatment one time in 22 years. Any rational and honest person would have to admit that there is a disconnect. It’s a racial one. And because my goal is to become well and free from literal systemic torture, I have to be honest about what the disconnect is so that it is resolvable.
Commissioner, their employees throughout all of Minnesota public services—such as government offices and institutions—are racially and economically motivated to commit crimes during the course of their employment, acting outside of the regulations, policies, and law to produce outcomes for targeted victims not otherwise possible without that criminal conduct, as well as lying straight through their teeth about the criminal conduct and fraud they’ve committed in the capacity of their employment—and we're simply taking the at their word without collecting evidence and testimony from the subjects. All this DHS fraud is coming to light in 2025 because the GOP sent a mass email allowing individuals to provide testimony and send documents—Do offices like yours realize that victims complaints aren't getting resolved because investigations that seek evidence and testimony from victims isn't happening or could your office be one of the one's involved in obstructing real solutions too because the only solution needed for all the social disparities are state is facing is justice through the enforcement of the policies and laws we already have?
On top of the actual criminals, there are supervisors, administrators, regional and even federal offices also willing to break the law and lie to protect the individuals beneath them so that victims have no way out of Minnesota’s systemic abuse. Frankly, this is the prevailing culture code of Roger B. Taney prevailing in the state of Minnesota centuries after the Civil War that pervades our government offices and institutions. Today they call it “the Minnesota Paradox,” and it is responsible for the 90% racial wealth gap that federal research identified in 2016.
No one—not even an institutional office, government program, or its employees—has a right to take me up into physical disability and financial poverty in order to hold me in that position just to continue to abuse me and profit from that abuse as public dollars roll into public programs based on my need and enrollment as an impoverished and disabled Minnesotan—funds that are not released to the enrollees. Yet, this is my condition for decades despite pushing forward every day. Is that really acceptable for Minnesotans; is this the best we can be?
My experience over more than three decades dealing with this all by myself, because there has been no one to help me when the helpers are the ones causing the hurt, is that in the few instances when someone in a professional capacity tells bad actors to stop—those bad actors do stop. Below is an example of that fact from the Ombudsman office.
"In addition to practices of the facility, the Ombudsman looked at all of the various agencies who had protective obligations for these clients or responsibility to serve as a checks and balances over the actions of the program. For a variety of reasons, those checks and balances failed to protect the clients served by the program or turned a blind eye to the problem. It was not until the Ombudsman’s Office started raising red flags that actions to identify and correct the problems began."— Just Plain Wrong Report, Ombudsman for Mental Health and Developmental Disabilities
And so I am asking your office to get involved as a signal to bad actors to stop. I have been an IDP since that federal voucher theft on February 28, 2019. I am currently in an illegally uninhabitable apartment in rural Minnesota owned by registered slumlord Donald Klyberg, who the city of North Minneapolis pushed out of business in 2018 through condemnations and revocation of rental licenses on six of his properties because he’s such an unrepentant, dangerous real estate owner. While the absentee owner, whom I’ve never met, lives comfortably in Mexico just as he was in 2018, his property manager Rick Newmann (likely a former tenant according to court records) tells me he came here with Klyberg in 2018 after North Minneapolis pushed him out. What Klyberg is doing here is exactly what he was doing there.
What makes this worse is Rick Newmann has been sexually harassing me and torturing me for rejecting that harassment, including but not limited to the refusal to complete repairs since February 2024, and I’m not the only victim. There are other women—I have them on video. Police are unresponsive. The city has passed inspection despite Klyberg remaining in non-compliance with state habitability laws.
I have a Housing Choice Voucher, but the housing authority has said there is nothing they can do to help me with illegal outstanding repairs since 2024. After two years, they have finally arrived to conduct another inspection that Klyberg would obviously fail because no repairs have been completed, and because they weren’t able to blame me for that—they have refused to fail a HUD non-compliant property and order the owner to make repairs or abate, which has always been the conduct of Minnesota housing authorities in Washington, Ramsey, and Dakota County dating back to 2000.
Instead, I was told the inspection that I prepared for and sacrificed my day for had to be rescheduled so that this racist technician can offer the property more time than the Feds allow and seek an excuse to penalize me for that which I am a victim of whilst once again holding me in it by not providing the acknowledgment of evidence I need to leave it. I am covered in injuries you can see and injuries you can’t see. Virtually all my property has been destroyed by a German roach infestation that went untreated nearly eight months until I called Animal Control.
I have paid rent I should not have had to pay, just because every measure of justice I have accessed has acted illegally, so the likelihood that if I exercise my rights more aggressively I will be retaliated against and left in even more serious straits is high.
I am asking you to support me in seeing that the local housing authority does not violate my rights or concoct terminations because I assert my rights. See that Donald Klyberg reimburse me for my totaled personal items, rents paid when he was in violation of state and federal laws and breach of contract because I did not have a protective justice option (landlords retaliate against tenants for putting their rent in escrow and the tenant is back where they started, their word against everyone else’s—I’ve been a victim of that). Punitive and emotional damages are awarded to me, and women, myself included, are protected from Rick Newmann ever hurting them again.
Even if that is simply contacting them to ensure I don’t have any more problems at the EDA or contacting legal authorities in Minnesota Housing to crack down on Don Klyberg once and for all.
I have more evidence on this matter than I can archive. Additionally, I post to social media and I have published several exposés under several pen names already just to ensure evidence doesn’t disappear this time. I am here; by God’s grace I have survived. It’s time for all of this to end—and end in justice.
In the meantime, I am including you in knowledge of Heather Bregel, New Ulm EDA’s housing coordinator, obstructing my right to report Data Privacy Rights violations by her staff on September 23, 2025.
I submit this complaint to formally document and protest the deliberate obstruction of my right to file a complaint against staff of the New Ulm Economic Development Authority (EDA). This obstruction constitutes a violation of HUD program rules, civil rights protections, and fair housing norms.
Statement of Facts & Violations

Right to File a Complaint or Grievance
As a Housing Choice Voucher participant, I have a federally protected right to challenge or file complaints against any staff or entity in the administration of my assistance. Under HUD regulations and civil rights law, no housing authority or staff may prevent, discourage, or obstruct me from doing so. -
Misrepresentation and Intimidation
On September 23, 2025, during my recertification at New Ulm EDA, the housing specialist "Becky" coerced me to sign a document on the computer by telling me it was something different and is required and I'm not required to sign it and didn't want to (because of my housing history). The New Ulm EDA employee then refused to provide me with a copy of the form so I could see it (Authorization to Release Information) despite me legally requesting it. She mischaracterized my desire to have a copy of the form to read as something only “criminals” deal with, thereby invalidating my request in her mind and discouraging me from pursuing it further by refusing to provide it. -
Denial of Access & Evasion Through Staff
After the meeting, I attempted to contact staff (technician, then Becky) to request the correct document again. I was told BECKY was “not available” and that Heather would “help with whatever I need.” But when I sent the email request as instructed labeled 903 HUD for my records, Heather Bregel refused to provide the employees name, pre-emptively denied anything had happened and provided an alibi for the employee who behaved hostile and illegally denied my right to see what I'm signing and have a right to refuse or accept to sign that document. This evasive behavior effectively blocked my attempt to enforce my rights at the administrative level after attempting to gain resolve by asserting my rights at the direct contact employee level. This is the exact conduct that is creating and maintaining racial economic disparities in Minnesota that force victims, who don't get justice, to depend on welfare and subsidies—that only lead to more victimization, injuries and extended poverty. They have to stop violating our rights and do things by the book. -
Protective Alibi for Staff Misconduct
Heather Bregel and other staff acted in a way that created cover for the housing techinician BECKY's misconduct—claiming ignorance, deflecting responsibility, or denying violations altogether. By doing so, they bolstered an environment of institutional denial and plausible deniability. -
Harms Caused by Obstruction

I was deprived of documents I have the right to see.

I was prevented from properly asserting my rights in that moment.

I face ongoing uncertainty, stress, and disadvantage because the path to accountability was blocked—virtually guaranteeing this specialist will violate my rights again if not for violating them in the first place. This conduct results in a form of long-term PTSD called Legal Abuse Syndrome (LAS) in addition to financial damage.

The discriminatory insinuation (that as a Black participant I am presumed more “criminal”) compounded the harm. Being Black is not a reason to attack me. Its not a reason to deny my freedoms. Its not a reason to retaliate when I assert my rights as if I'm a disorderly inmate for wanting to protect myself when someone is putting me in danger—or to "mob" together to pit racially privileged lies against actual victims seeking protection just because your word will be accepted over their evidence in a racially hostile legal and political environment. All participants need the same level of protection and they're entitled to it as participants. Employee's that refuse to provide that respectful, dignified, legal service need to be fired at this point—they're wasting government funds creating victims where there was none.
